Reload_time_multiplier for ProjectileAttackParameters

Reload_time can be set on ammo prototype to add delay after depleting ammo magazine.
I would love to use reload_time for a salvo-like weapons, but at the moment you can't scale it for different guns.
For that reason, I propose adding a multiplier in ProjectileAttackParameters for reload_time.
Can also add an another multiplier for that to technology effects.
