So
apparently bots don't refill Fusion reactors.
Is impossible to refuel a fully surrounded Fusion reactor for full neighbour bonus.
That's very sad. Is a video game, is meant to be fun and satisfying.
Fusion reactor is the last technology... end game stuff... I was already disappointed with the amount of power produced.
I am here to express my deep sadness and disapproval with this gameplay decision.

Why would you expect to be able to fill a fusion reactor without an inserter?

For me, that's what feels natural, that bots would fill the fusion reactor. Bots put modules in. Why? Because is convenient.
Obviously this is just my opinion. I want to leave a record because I feel very strongly about this.

Since 2.0, construction bots can refill the reactor, but you have to manually place a fuel cell ghost in each reactor to give the appropriate construction command (like for every construction). However logistics bots only interact with logistics chests. It may be possible with a mod though.

Construction bots insert modules and carry out most player commands. Logistics bots operate automatically and only interact with specific logistics entities. The gameplay rationale is that more capable logistics bots would trivialize basically everything. If you trivialize logistics too far you just end up with Cookie Clicker.
