Mega City - gameplay after Rocket Defense

I played Factorio so many times that I started to feel that build Rocket Defense is not satisfy. Factorio plot is about colonization but there is no colonization mechanics at all.
Yesterday I watched (again) new Dredd movie and when I saw Mega City One I get an idea. Lets build our own Mega City in Factorio.
How it would work?
After build Rocket Defense our ships arrive in orbit and they randomly send drop pods on surface. We have to reach them and rescue colonists before aliens destroy the pods or they die (pods constantly lose health).
We also have to build super expensive MegaTowers ( https://storiesbywilliams.files.wordpre ... htrees.jpg https://ericchamberlainifdm.files.wordp ... ty_4cc.jpg ) and put rescued colonist inside (pods lose health also inside inventory or chests so we have to hurry). Each tower consume water, power and goods. Each colonist inside tower increase that needs.
If we don't satisfy their needs, colonists in the MegaTowers will start to die until they reach a level corresponding to the supply quantity.
The point is to rescue all colonists.
