Logistic bots do not deliver last 10 items for an orbital request despite there being available bots in the network, sufficient item for a request, and no other existing unfulfilled request for the item. The tooltip in the silo is showing that 10 items are on the way. No items are, in fact, on the way.

100% reproducible.
Steps to reproduce:
* Load Cargo_rocket_bug save file
* Observe that:
- There is a space platform requesting 200 advanced circuits from Nauvis
- There is enough advanced circuits in the storage to fulfill the request
- All other logistic requests for the advanced circuits are satisfied
- There are available logistic bots in the network
- The rocket silo on the left has 990 circuits, 10 shy of the needed amount for launch
- The tooltip is showing that 10 circuits are on the way

Expected result: all items are delivered
Actual result: 10 items do not get delivered
Note: toggling the automatic request from space platforms checkbox results in the same behaviour - the items get taken away, then only 990 get delivered



Additional repro steps from a minute earlier in the playthrough, in case the above save file does not provide debug info needed:
* Load _autosave-platform-2s-first-trip-to-nauvis save file
* Add a request for the Lumos Ithin space platform for 200 advanced circuits
* Wait for the platform to arrive to Nauvis orbit
* Observe that there are only 800 circuits in the storage
* Expand the limit of the chests which contain the circuits to allow for a bigger buffer * Toggle automatic request from space platforms for the rocket silo (reproducible with either one) * Observe the bug

Thanks for the report. You have 5 robots on the top-right of your base that are trying to go grab the remaining circuits and every time they get partially there, they run out of power and have to turn around to go charge at a roboport.

Because you've built the classic convex roboport setup https://factorio.com/blog/post/fff-374 they're making *very* slow progress. However, if you wait about 5 minutes they eventually make there way there and deliver the final circuits.
