There is an old bug report that pantabo reported viewtopic.php?t=117656
Boskid replied but it works as I expect in 1.1.110, why changed?

Underground belts remove belts only when those belts in between are "simple" that is: they have the same direction as the underground and there are no incoming side connections. Since you have incoming side connections, those belts in between are not a candidates for removal.

Surely this is intended behaviour; seems perfectly sensible. Belts are only removed when they are in a straight line with no other interactions. This is great because it means you can just drag belts around willy-nilly without breaking already existing spaghetti.
