[0.11.22] Charged laser turrets consume less energy

Charged laser turrets consume less energy to keep full charged. Consider next two builds.
1 turret
22 turrets
Note, in the second build all turrets are fully charged.

Expected behaviour: 22 turrets should slowly discharge

Thx for the report, I actually found some basic errors in the code, fixed for 0.12
