Robots sometimes don't automatically build ghosts near stromatolites

I have a save where there's a ghost of landfill + an underground belt, next to a copper stromatolite, and my construction bots aren't automatically building them. I think the stromatolite should automatically be marked for deconstruction, but it isn't (if I manually remove the stromatolite or mark it for deconstruction, it works).
The attached save demonstrates this bug. If you remove the ghosts and re-place them, the bug still occurs. I'm using the latest experimental version of Factorio.
This issue was briefly mentioned here: viewtopic.php?p=661625#p661625, but that thread is mostly about a different issue and it's marked as fixed. If this turns out to have the same root cause I'd be fine with merging the threads and reopening that (but I think it's different since that issue mostly involves land mines).
