Use transparency when "Enable Warning Icons Blinking" is disabled.

tl;dr
Add transparency to the power/electricity warning icons when blinking is disabled.
Why?
So, I recently disabled the "Enable Warning Icons Blinking" setting because I was getting concerned about monitor burn in. Primarily on the quick-bar since that blinking icon is always in the exact same location on the screen. (And the blinking itself really started to grade on my nerves).

All was well... until I started designing factories without them being connected to power and noticed that I can't see any of the set recipes or filters on inserters because they non-blinking icons completely covered them up.

Transparency is just the easiest solution I could think of. No idea if it would actually look good but the main takeaway is just that the underlying alt-mode icons should be visible somehow.

Please don’t use Transparency for this, that will introduce new Usability problems - I disabled the Blinking to be able to SEE THE ICON.

Moving the Icon is a much better idea.

For now, there's options for transparency and scaling in the mod I wrote before disabling blinking was an option: https://mods.factorio.com/mod/No_Power_Icons . I added it because people requested it specifically for making recipes/filters visible.
