[2.0.60] Production damage has no effect when friendly fire disabled

Production damage, such as the starvation of a captive biter spawner, has no effect if the force of the entity has friendly fire disabled.

I would expect the entity to still take damage in this situation since the damage is not caused by interaction with another entity. For example, if friendly fire is disabled, captive biter spawners will never starve or revert to regular spawners because they never receive any production damage.

Reproduction:
1. Create a captive biter spawner
2. Set force.friendly_fire to false
3. Do not feed your captive spawner
4. Observe as it never starves

Thanks for the report. Issue is now fixed for 2.0.66.
