[2.0.62] Inconsistency in undo rotation of belts and underground belts

Look at the following video:
Two things to notice when doing [Ctrl+Z] and redoing [Ctrl+Shift+Z]
- rotation of underground belts is not reverted
- rotation of belts is reverted but they are de- and reconstructed
Expected behaviour:
- rotation of underground belts is reverted the same way as done with normal belts
- rotation of belts is done in place, without destructing and rebuilding with robots (even undoing of forced overbuilding does simply rotate them back, but normal overbuilding initiates rebuild)
