TL;DR

Upgrade planners currently forbid to create generic quality upgrade rules. Please remove this restriction.

Longer version

As leveling up, one have more quality stuff and wants (at least I want) to mass upgrade the factory to better quality.
Upgrade planner currently supports quality upgrade of specific buildings, but I want a catch-all quality upgrade rule applying to all buildings. The selector that would be required (quality only) is available in across many menus, like inserter filters, except in upgrade planners - it is forbidden here. Please loosen this restriction and allow them here, too.

It would maybe be nice to be able to define exceptions, like a second rule common express belt to common express belt that is evaluated later, but it would be also right to omit this if it would be complicated to implement.
