Restore inserter-to-splitter item throughput to 1.1 speeds

In 1.1 we could saturate a blue belt with 3 inserters if 1 of them was targeting a perpendicular splitter: In 2.0 this behavior was unintentionally nerfed. Now 2 splitters are needed to saturate a blue belt:

The old numbers had it at 18.9 (splitter) + 13.85 (belt) + 13.85 (belt) which sums to 46.6 I/s. Which was enough to have a fully saturated blue belt with 1 splitter. Now 16 (splitter) + 14.4 (belt) + 14.4 (belt) sums to 44.8 which is just short of that. ... The only way to break the 45 I/s throughout with non quality bulk inserter so far is to have the full throughput of two splitters 16 + 16 + 14.4 which is 46.4, still less than the amount with 1 splitter and 2 belts before.
This nerf particularly impacts high-throughput train unloading stations. These are designed to unload 4 blue belts per train wagon in a relatively UPS-efficient way: The reduction in throughput from 1.1 to 2.0 broke most of these designs and made it much harder to find alternatives. After much :danger: searching, I was able to find 3 that still work: But these are less UPS-efficient and require more space. They use more splitters, more inserters, and/or car handoff.

When the reduction in throughput was reported as a bug, Boskid explained that this was a result of a bugfix, and he stated the old throughput was not sufficiently "expected behavior" to be considered a bug and to post a suggestion thread if we want it reverted.

So here I am: It was expected behavior and this broke our designs. We were using it for train stations, and among other things. I don't like how we have fewer options that are a worse overall, and I would like to see inserter-to-splitter throughput restored to 1.1 speeds.

Sorry but no. The old behavior was a bug in the implementation and is not going to be reintroduced just because people want it to be bugged.
