[2.0.60] Repair packs not being requested when space platform runs out

What happened:
Created a new space platform on Vulcanus. Waited. (see steps to reproduce)
Expected result:
Space platform construction requests for repair packs go from 0 to 1.
This appears to happen always (I tested twice in uncontrolled conditions then made the world attached).

Created a new space platform on Vulcanus. Waited. (see steps to reproduce)

Space platform construction requests for repair packs go from 0 to 1.
This appears to happen always (I tested twice in uncontrolled conditions then made the world attached).
Steps to reproduce:
- Create a new space platform on a planet with asteroids around it and a supply of repair packs coming from it (I have only tried Vulcanus)
- Wait
a. Platform gets damaged by asteroid
b. repair packs requested and revived
c. repair packs run out
d. no more repair packs are requested
