[2.0.60] Landfill can be placed on top of artificial soil

I don't know if this is a bug or an intended feature, but it's annoying nonetheless.

On Gleba, if you have artificial or overgrowth soil placed over wetland, and you then get landfill (can also be ghost landfill!) and drag it across the area, it adds landfill (or ghost landfill if this was used) over the soil, not just the wetland.

I would expect it to only be placed on the wetland, and leave the soil intact.
This always seems to happen.

I am considering this to be working correctly. Since it is possible to remove one tile and place other one, there is no reason to disallow direct replacement between them, similarily as you can replace stone path with concrete without tile removal in between.

Fair enough, I just find it annoying when covering a large area with landfill as I have to make sure I'm not accidentally placing over my farms
