The rail segment you see that is not being constructed in the screenshot below is only allowed to happen when the Rail Ramp is constructed even if it is a fully valid tile to be constructed on.

This fully works when constructing by hand, but when using blueprints that can be spanned over multiple chunks sometimes breaks construction robots in cases like these where the rail ramp isn't fully inside the robot network like the one below

My first reaction to this is that it waits for the ramp to be built before building any directly attached segments to ensure that support for the elevated part is present without having to differentiate between ends.
