I do some testing with 17/13 Steam setup, turn each steam engine in to 13 different electric network with 1 radar and 7 smal pumps in a loop.
(17 boiler * 390kW = 13 steam engine * 510kW = 5070kW) sadly it not work for test I added one extra boiler (picture about that later)

In the power info the consumption is 510kW so as the production (top) however in the grapf it show 299kW + 209kW = 508kW here is the picture about it:

Altougt the consumption bar is sometimes yellow sometimes green and when it yellow the bar show different values:

different yellow: http://imgur.com/ipZfuPe.jpg

green: http://imgur.com/UNwuMwr.jpg

Here it is what happen when I remove the one extra boiler, even stanger thing shown on the info:

Basicly it show 506kW = 508kW = 504kW

The water actually reach 100° but right after the last boiler it turn to 99° which I think sould not happen:

Not completely sure if this is the issue but your line isn't maxed out on water. In your screenshots it's filled up to around 8 instead of 10.
Use 13 or 14 boilers and 10 steam engines per water pump, that's how much one pump can handle iirc.

No idea, I'd probably put it down to water flow.
