I just achieved the Nuclear Power achievement after completing these events in a Space Age run

- Unlock Vulcanus and nuclear power
- Use a nuclear powerplant on Nauvis to heat up water into steam to test my design (note that steam turbines were not connected)
- Build steam turbines on Vulcanus that are fuelled by Acid neutralisation
- Get nuclear power achievement

I am unsure if all steps were necessary or whether this bug is worth fixing but I didn't produce electric power by nuclear powerplant and thus shouldn't have got the achievement.

I see no reason in having game logic need to track each bit of steam if it was produced by a heat exchanger that was heated by a piece of heat that was produced by a nuclear reactor that was fueled with a nuclear fuel cell just in order to have a reliable achievement trigger. Conditions for this achievement are that a nuclear-reactor must be built, uranium-fuel-cell must be consumed, depleted-uranium-fuel-cell must be produced and steam turbine must appear in energy production statistics. Since all of those were fulfilled, you got the achievement.
