Cannot super force build a rail signal over the transport belt here:

If I build a rail signal (or a ghost of rail signal) next to it, I can always super force build:

Reproduction steps:
1. Build two rails (can be just one rail).

2. Build a transport belt going east.
3. Take a signal and put it over the belt.
4. Super force (ctrl + shift)
5. Click
6. Observe: "Rail signal must be built next to rails" Expected: It is super force built.

Note that in step 3 you MUST NOT hover over the available slot!

In the bug, the rail is not selected:

If you hover over the available slot 1 block east of the transport belt, the rail becomes selected (for the transport belt too):

Note: hovering last over a slot in the opposite direction makes it break again.

In this situation, I can always super force build over the transport belt for some reason.
