[2.0.55] Inserters that remove items from linked containers may not work

This probably didn't happen in the stable versions before 2.0.55. It's very inconvenient.

Is this related to this fix?

Copy & paste linked-container ID which contain sand.
The inserter doesn't work.

Rotate or remove & set the inserter, it works.

Hm... it looks like indeed that is broken, i can reproduce this in base game just by changing link ID of a linked container. When linked container relinks to a different inventory it is supposed to wakeup inserters but changes around linked container performance accidentaly removed that piece of logic.
