Requester Chests overlapping with buffer chests with filled requests do not show up on the circuit network.

Bug 1: If a buffer chest contains an item, and a requester chest requests that item, the circuit network will report the net between the buffer and the requester chest.
Steps to replicate
1.Create an isolated logistic network
2. Add a buffer chest, and a requester chest.
3. Set a request in the requester chest.
4. Put the items to fulfill the request in the buffer chest.
5. Read the requests from the circuit network.
Expected:
The logistic network should output the request from the requester chest on the request circuit, as this request cannot be fulfilled in the current state of the logistic network
Actual:
The logistic network only reports the net request, 0 in the case of the of the steps to replicate, despite the fact that the requester chest will never have it's request fulfilled.
