Belt throughput possible bug?

Hi, I'm new here. Not a pro player by all means, and maybe I'm missing something but...
Shouldn't this work? Explanation:
- I'm trying to produce 9.12 blue circuits, which is consuming 96 green circuits. I am also producing exactly 96 green circuits. A turbo belt has a speed of 60 items a second on each lane, which amounts to 120 items on both lanes, right? Then why isn't my blue circuit factory not consuming all of it?
- I've tried one single belt of green circuits going around the blue circuits factory and then a splitter, but none of them worked. Around half my factory of blue circuits remains inactive, and on this image: those first three machines aren't putting any items on the belt, like if the belt is full. But if I'm producing 96 green circuits(48 each side of belt) then the turbo belt shouldn't be full on either side, right?
