Shout command doesn't work via RCON

I'm running a headless server and I'd like to use RCON to send an announcement when the server is going down for updates. I've done this in other games, such as minecraft, and it's a huge help to our players to know when the dedicated game server is going down for maintenance. The RCON connection works as I can use other commands such as /whisper, /whitelist and /players but it doesn't do anything for /shout. Both /shout and /s do not do anything as I was hoping it would post my announcement of 'Servers going down for reboots' or something.
FWIW, /shout and /s work if I'm logged in and playing the game, but doesn't seem to work via RCON.
Commands I've Tried:
/shout <message> /shout Hello world! Sends a message to all players including other forces
/s <message> /s Hello world! Same as /shout
I know that it is receiving my command as I found these in the logs:
Info RemoteCommandProcessor.cpp:245: New RCON connection from IP ADDR:({127.0.0.1:62867})
Server Information:
2025-05-08 09:36:26; Factorio 2.0.43 (build 82163, win64, full, space-age)
Operating system: Windows 10 (build 20348)
