Add permission to use cliff explosives & landfill

What?

Add option to the permissions list, or any other way to disable cliff explosives and foundation after they have been researched / used once, either for one player or all players. Current permission options (swap tile slots, use item, select tile slot, destroy item, build terrain) allow disabling it for yourself but not bots.

Why?

If you want to build an environmental-friendly base or otherwise preserve landscape (either for challenge or aesthetics), you can't research cliff explosives and use the foundation, or foundation-containing blueprints. If you do so once (i.e. if you need these on a different world), the only potential way to keep environment intact is to have no foundation & cliff explosives in your inventory, but this also has downsides: (a) you are required to build outside of bot-net, and (b) the underground belt placer will not respect cliffs) in Shift+Click mode (which you need to remove rocks & ruins).
