This was not mentioned in the patch notes anywhere but rather than degrading quality by 1% Speed Module 1 now degrades by 10%. The same goes for speed 2s and speed 3s degrading by 15% and 25% respectively.

Thanks for the report. It looks like this is just a tooltip issue - the actual effect is still correct.
