Damaged items clog assemblers.

Having a damaged item in a recipe input of a building prevents any undamaged items of the same kind being placed in it.
For example Military Science needs 2x walls. Having a single damaged wall in the input prevents the inserter from being able to deposit an undamaged wall.
I would expect the assembler to be able to merge the damaged and undamaged items together in the same way multiple damaged items average out their HP. Alternatively, I would expect the logistics network to not supply damaged items to fulfill request as this is what caused me to discover this problem. Have attached a small scenario showing this problem.
