Allow access to the electric_network_statistics of surfaces with a global electric network

Right now it seems like the only way to access the electric_network_statistics of a space platform is by placing an electric-pole entity on it. However it is not an in game requirement for having an electric network on the space platform.
It would be great if we could access the electric_network_statistics through the space platform hub entity or directly on the surface object when has_global_electric_network is true.
