Inserter(no filter) can't place item with quality.
Is Legendary Ice even necessary?

Thanks for the report. This is Not a bug.

Recipe you have selected is "Ice melting" with Ingredient quality set to "Normal". Because of that, this machine only accepts normal quality ingredients.
