Blueprints: Use highest available quality

It would be extremely useful as a QoL improvement to be able to select "highest available" in the quality selection for blueprints. The use case I picture is laying a large solar field, and the construction bots would select higher quality panels before lower quality.
Currently the only way to achieve this in-game is to place with lower quality buildings and then use the upgrade planner.
