The biochamber is filled with spoilage (it is necessary in the recipe)

This looks like an edge case where the machine has been filled well beyond normal inserter-limits manually, which then caused the inserter to fail to put the spoilage into the machine. It could also happen that every time it tires to grab nutrients they spoil mid-swing and eventually over-fills the ingredient slot.

In either case, it should be putting the spoilage into the "trash"/output of the machine if it failed to go into the ingredients/fuel and was the result from some item in the inserter hand spoiling mid-swing.
