when I buy factorio is it a monthly pay or pay once and you don't have to pay anymore but you have the game

You pay once and you have the game also with the updates.

Pay once - own forever. You'll only need to pay once to get all future updates and content.

Well, if we decide to do some kind of datadisc or Factorio 2 in the future, that would be separate product, so in other words, not all the Factorio related content that will be ever created

You pay once and get the game. The game is not finished, so you'll receive updates until the game is considered released and a final version is out.
