[2.0.32] Splitters exhibit different throughput if belt is backed up then allowed to flow again

When mining onto splitters for more throughput, splitters show different behavior based on surrounding conditions.
If the belt is moving and stays moving, the miner outputs to a compressed belt.
If, however, the belt stops for any reason then is allowed to move again, output to belt drops from full speed 240 items/s to single lane speed 120 items/s.
Picking up and re-placing the splitter resolves the issue until the belt backs up again, at which point the issue returns.
Top belt: one that was backed up then allowed to flow again (50% compression)
Bottom belt: allowed to flow without interruption (compressed)
