[2.0.39] Can't quickly move tags with shift+click

1. tried to move with shift+click, without opening the tag window.
2. tag didn't move
3. tag to move like in the previus versions

steps to reproduce:
1. try to move any tag with move tag shortcut, it doesn't have to be new or old
