Add Factoriopedia Recipe Category Group prototype

I'm not sold on the name I made up for it, but I would like to be able to create our own recipe groups just like the "Recycling recipes" group
It would really just be the
UtilityConstants::factoriopedia_recycling_recipe_categories promoted to a full prototype.
Edit: I realize I forgot to describe the definitions. It would be a new category prototype that the recipe categories point to. Just like groups and subgroups.

In the "barrel" item's Factoriopedia description, there are lists of barreling and unbarreling recipes separate from the "made in" and "alternative recipes" sections generated by default. As far as I can tell, these sections are hardcoded in the engine, and cannot be created by modders for other items. It would be helpful if it was possible to make custom Factoriopedia recipe sections similar to these lists. My first idea on how this could be used is making a kind of "data barrel" that stores different types of data fluids. I'm sure other modders would find uses for this feature.

There appears to be a strange visual bug with all but last buttons in a row. Should be reported if it occurs in vanilla.

+1, especially useful for all of the barreling adjacent categories, like canisters or boxes or crates
