as can be seen in the picture below, the tower won't harvest due to the second tower...

Indeed.
The tower only harvests trees it planted itself.

See 124489 Agricultiral Tower doesn't resume harvesting after being enabled, 119111 Bug with Ag Tower + Circuit network.

no, it doesn't.
if i remove it and place it down again, it harvests them properly
