Cargo bays won't accept items from inserter when attached to hub, any reason why?

They made it that way.

The devs chose design limitations over playstyle choices in this case unfortunately.

Anywhere in the forums the devs stated that?

Yup. You can find these types of posts yourself using the Search Function as well.

As with most things in Factorio, there is a mod for that that, which works excellent and revolutionizes Space Platform design - but it does feel very "Cheesey" as it eliminates almost all need for Belts, simplifies Buffering of intermediate products, and eliminates most of the "fitting it in" puzzle. There does not seem to be too much performance impact from thousands of proxy-container entities, which is at least some good news.

Good Luck!
