Tooltip is indicating a crafting speed decrease for my Rocket Silo when adding a beacon next to it. It doesn't matter if it is full or empty. The quality also appears to have no effect on it. I've attached screenshots showing the crafting speed goes from 4.59 to 4.88 when I remove a beacon.

Thanks for the report, this works as intended. Multiple beacons give diminishing returns. You can read more about beacons in https://factorio.com/blog/post/fff-409.
