[2.0.30] Passive upgrade research bonuses are improperly displayed in T menu

This may not be a bug so I apologize in advance, but it still seems weird and I wanted to make sure.
1. What did you do?
Nothing. This is a vanilla, default settings save of Space Age. I didn't change any options or install mods, etc.
2. What happened?
In the technology tree menu, those technologies which can be researched to provide passive bonuses to the player or the world with multiple tiers (mining productivity, steel plate productivity, braking force, worker robot speed, etc.) do not properly show the upgrade value for each unique tier.
For example, mining productivity 9 takes the player from 80% to 90% additional mining productivity. Then, mining productivity 10 will take the player from 90% to 100%. You would expect this to be reflected when mousing over the icon shown in "Effects" in the tech tree menu. However, regardless of the selected level of mining productivity in the research menu, the bonus shown when mousing over this icon reflects the next unlocked level only. So mousing over the "Effects" icon for mining prod. 9, 10, 11, etc. all say "Mining productivity: +10% [+80% -> +90%]".
The same applies to all other tiered researches that provide passive bonuses.
3. What did you expect to happen instead? It might be obvious to you, but do it anyway!
I expected each level of the research (mining prod. 9, 10, 11) to each show their accurate, independent upgrade values when mousing over the "Effects" icon. Mining prod. 10 should show "Mining productivity: +10% [+90% -> +100%]", mining prod. 11 should show "Mining productivity: +10% [+100% -> +110%]". and so on.
4. Does it happen always, once, or sometimes?
