Make spaceships check for room in Cargo Landing Pads before sending deliveries

TL;DR
Spaceships should assure there is room for the items they are dropping into Cargo Landing Pads before delivering them
What?
Spaceships don't currently check for room in Cargo Landing Pads before dropping (even automated) deliveries - this can cause very large item spillage.
Why?
This happened to me a few times on Aquilo where I was making large deliveries, and where the bot power penalty made cleaning up the mess very taxing, especially near the start.
