Interesting problem

Assume you start on a globe without any rocks, but you have 100 coal, 100 stone, 1 burner miner, and 1 furnace. Infinite ore is nearby (coal, stone, copper, iron). Hand mining is disabled. All entities are placed immediately (zero time), and resources are fed / grabbed. Everything is already powered.
If you get stuck, don't be afraid to simplify even more.
What is the maximum number of miners that can be built in 10 minutes?
