[2.0.28] "Inventory transfer" overrides high-quality Quality Modules I/II with worse Quality Modules II/III

What did you do?
1. Put down an Assembler, EMP or the like and select any recipe that benefits from quality
2. Place legendary Quality Module IIs (+5 % quality) in the module slots
3. Have common--epic Quality Module IIIs (+2.5--4.7 % quality) in your inventory
4. Press CTRL + Left Click on an empty slot in your inventory
What happened?
1. Input crafting materials are transferred to the crafting machine
2. Legendary Quality Module IIs are replaced by the Quality Module IIIs, resulting in lower total quality % of the machine
What did you expect to happen instead? It might be obvious to you, but do it anyway!
Only 1. -- transferring input crafting materials, since the Quality Module IIIs don't improve anything
Does it happen always, once, or sometimes?
Always
