[UI] Decider combinator input signals preview minimum height

TL;DR
Decider combinator's UI for preview of input signals should have a minimal height of 2 lines when both red & green input wires are connected.
Why?
Here's how DC looks like with no rules and two connected wires:

And here's the same red & green wires but with the long set of rules.

As you can see here, you can't see green signals here unless you use barely-visible and purely-impractical scroll.

Improved in

126808: [Klonan] [2.0.34] Combinator UI resize self and hide scroll bar)
Now input signals always show a minimum of 1.5 rows if only 1 row is present, and a minimum of 2 if 2+ rows present, however it's no longer aligned with Output signals:
