[2.0.28] Cannot fill all module requests by Ctrl + Click

Cannot fill all module requests by Ctrl + Click if there are already modules in the building.
Given I have an assembler with 1x Speed Module 1 (either real or ghost), 1x free slot and 1x module of other type in it.
Now if I [Ctrl + Click] on the building with Speed 2 or 3 module ghost, upgrade requests are set but the empty slot does not get filled
with a module slot request.
Clicking again on the building keeps the slot still empty.
Tried in different scenarios, mostly, but not always all slots get filled.
The scenario shown in the picture does never work.
Setup before:
After [Ctrl + Click] to fill module ghosts:
