Efficiency modules have no effect in electromagnetic plants?

It looks to me like putting efficiency modules in electromagnetic plants has no effect on electricity consumption. Am I seeing this correctly? Is this a bug? (See attached). In one screenshot, I have no modules in my electromagnetic plants (I only have 8... there are 7 in this screenshot), and my usage is 6.4 MW. In the other, I have efficiency (2) modules in my electromagnetic plants, and usage is 6.5 MW.

They definitely have the expected effect for me. Check the e-plant tooltip, it should say -80% power consumption.

It does on each one, yes. But it doesn't reflect it in these screens.

In the graphs you have the time scale set to 1 hour, set it to 1 minute and it should be reflected correctly in the graph.

Your graphs are from the past hour. The shown value is average over that time (which includes half an hour of almost zero consumption).
On your first screenshot (Full), 4 EMPs seem to be working, total consumption should be 8*67kW + 4*0.2*2MW = 2.136MW, which matches the graph.
On the second screenshot (Empty), 3 EMPs seem to be working, total consumption should be 8*67kW + 3*2MW = 6.536MW, which again matches the graph.
I see ~34MW top consumption on the graph. I'd say those are from 4 or 5 working EMPs with some productivity modules.
