[Pard][2.0.28] Inconsistent display of rich text icons in tooltips

I noticed a strange inconsistency when making my mod https://mods.factorio.com/mod/allowed-modules which adds icons of modules in the 'localised_description' field (e.g. with [item=productivity-module]). For example:
Note how on the top right it shows "Allows <icon> [Item: Productivity module] modules", whereas in the tooltip it doesn't show the "[Item: Productivity module]" bit.
However, when such icons are added to an item tooltip (and not a recipe) it does show the [Item: ...]" bit:
Personally, I'd prefer it if it didn't show the "[Item: ...]" bit, or at least there was a way to opt-out of it as it takes up quite a bit of space (of course you can just use [ img=item.productivity-module] instead of [item=productivity-module], but the former won't have a tooltip and won't let you alt-click it).
