Water world generation in 2.0

I'm trying to create map generation in which the whole map is water except under cliffs, spawners, one a few tiles for the player, similar to SeaBlock.
The info in the API Docs is thin(Or I'm not sure what I'm looking at/for) and it seams no one has asdress this for 2.0 yet.
Any help would be appreciated.
