Map Settings question

So I'm trying to make a map that has fairly normal sized deposits but widely spread out. My idea is to encourage the use of a bunch of trains to bring resources from far and wide.
So I set Frequency for all of the resources to very low and generated a world. Right next to spawn are all of the resources but they are HUGE. 10 times as much as normal. I don't want that I want to have to explore and import resources.
I restart use the above settings but set Size to Very Small. Resources near spawn are good. Somewhat small but enough to get into trains. I play a bit and find away from spawn all of the resources are TINY. Never more than a few tiles.
It seems like resources near spawn are inflated a huge amount when you play with rare resource settings. Is this true? Can I stop it? Is my goal of making a map with widely spaced moderately sized resource patches unachievable?
Tell me what I'm doing wrong. =) hopefully there is a way to do this.
