[2.0.28] Dragging power pole upgrade results in redundant poles.

Steps to Reproduce
Recreate the setup from the blueprint
Pipette Q3 power pole
Drag the power pole ghost cursor, from bottom to top, to upgrade all Q1 poles into Q3 ones (as upgrading all existing Q1 poles to Q3 would power all currently-unpowered buildings)
Expected:
All Q1 poles in column are upgraded to Q3
No new poles are built
Actual:
All Q1 poles in column are upgraded to Q3
Redundant poles are built after every 2 existing poles
Note: Dragging from top to bottom will also result in extra poles, but in different spots
