[2.0.23] Wire Reach Inconsistent for Legendary Substations

What did you do?
Placed two legendary substations at maximum wire distance via copper wire.
What happened?
Circuit wire (red/green) will not reach to objects within the wire reach range of the substations.
What did you expect to happen instead? It might be obvious to you, but do it anyway!
Circuit wire should reach to anything within the wire reach of the substation, just as the copper wire does. In the screenshot, the substations are clearly connected within their wire reach, but a circuit wire will not reach the pump from either substation.
Does it happen always, once, or sometimes?
Consistently an issue.
