[2.0.25] Decide Combinator Inconsistent Logic

Decider "Each" signal will fail to evaluate any other conditions if the "Each" signal does not read from both Green and Red wires.
It correctly highlights that the condition is true, but does not output the signal.
Setup 1: Each on Red, Tick on Red (True) - No output
Setup 2: Each on Red/Green, Tick on Red (True) - Correct output
Setup 3/4 Identical with reversed wire colours.
Removal of the Constant Combinator will also trigger the bug (as it doesn't read the wire).
