What's the power use of idle machines? And what counts as id

Last evening's MP game involved a lot of brownouts, and none of us were sure exactly how idle machines, Mines, Assembly Machines and Labs, worked, in terms of power usage.
How much do they use when idle? And when do they count as idle?

Some machines have a drain, which is written in the description under the mini-map when you mouse over the building (typically inserters, laser turrets).
The others only consume energy when active.
On the other hand, machines' speed is determined by energy they're provided : a machine that gets only half of the energy needed to fun full speed will run half speed.
